A quote tweet wraps another user's post in your own, with your commentary above the embed. Mechanically it counts as both a repost (of theirs) and a reply (about theirs). The algorithm treats quote tweets as a stronger engagement signal than a plain retweet because you added unique content.
Used well, quote tweets are a high-leverage way to enter conversations adjacent to large accounts. Used badly, they're known as "dunking" and can damage your reputation.
